On one game as Rome I had a city rebel after being at war for ~10 turns, while in another game as Germany I was in various wars for ~100 turns and had no problems.From what I can tell, war weariness accumulates when your units are killed or take damage. The city the furthest west became weary and spawned 3 barbarians of the strongest possible available unit my tech tree had at the time and fucked that city up badly.The third tab under view reports somewhat works.
